
KARL DALGLEISH, Director
Karl is Director of the Sheffield office and a Chartered Town Planner with over 14 years experience. Karl is an economic development specialist with experience in strategy development, policy and programme evaluation and research studies for European, central and regional government including DGV, DGXVI, DTI, DWP and DfES. His expertise includes managing and directing various UK and European projects and programmes and playing a key role on many major UK central government evaluations.
… During his career he has managed and directed various project and programme evaluations including economic impact assessments (for instance of steel restructuring and new capital investments such as museums, transport infrastructure etc). Karl has undertaken ex ante assessments of major regeneration programmes including plans for the long term future of the four South Yorkshire authorities and a current review of the West Midlands Operational Programme (2007-2013). Karl has led appraisal and technical assistance teams including the appraisal of projects under a multi-million pound housing market renewal programme in South Yorkshire and EU cluster expenditure in AWM.
Over the past few years Karl has tended to focus much more on the regional market and has led a variety of evaluations for RDAs and others in the fields of business, innovation and enterprise. He has advised clients at the strategic level on the configuration and (likely or actual) effectiveness of regional and sub-regional public policy interventions and has recently completed three strategic economic assessments for Yorkshire Forward. He currently also leads the company’s work on business competitiveness assessing a wide range of business support programmes (since joining he has directed projects on SME finance, innovation, mentoring, international trade, incubation, inward investment and aftercare). Some of Karl’s more recent work has focused on diversity, worklessness and community economic development. This has included the high profile launch of a black and ethnic minority regional development study for AWM and the review of diversity for RENEW North West recently reported in Regeneration and Renewal.
