Strategic Review of Manchester's Local Area Agreement
The Brief: We were appointed by Manchester City Council in the summer of 2007 to undertake a comprehensive strategic review of their Local Area Agreement, including a review of the existing management arrangements. The review was undertaken in the light of Manchester's existing 3-year LAA Agreement coming to an end in April 2007, and the likelihood that the successor LAA from April 2007 onwards would be a significantly revised initiative, both in terms of resource allocation and structure
Darnall, Attercliffe and Tinsley Masterplan, Sheffield City Council
The Brief: Working as part of a multi-disciplinary consultant consortium, we compiled comprehensive baseline data for the new Darnall, Attercliffe and Tinsley Masterplan on behalf of Sheffield City Council
Westfield Lane, Wakefield, Wakefield Metropolitan District Council (WMBC)
The Brief: The Westfield Lane Masterplan is a 15-year, housing-based plan seeking to reposition the town of South Elmsall and wider south Wakefield District, by adding value to the regeneration of the area through improving image, health and housing. The area is set to benefit from approximately 600 new mixed tenure houses, supported by improvements in community facilities, education and environment.
Shirebrook Masterplan, Bolsover District Council
The Brief: We worked alongside Taylor Young to develop a masterplan for the town centre over the next 10 years to 2015. The masterplan for the town, a former mining town in North Derbyshire, builds on major investment by the East Midlands Development Agency to bring new employment uses and jobs to the colliery site at Brook Park.
Hull Gateway Summative Evaluation
The Brief: We completed a wide-ranging summative evaluation of the Pathfinder. We assessed the progress made to date and helped refine the programme in the light of changing market conditions. The programme is going well and there is significantly enhanced stakeholder confidence in Hull Gateway.
City Region Development Programme, Sheffield City Council.
The Brief: We supported the Sheffield City Region partners in the development of their City Region Development Programme (CRDP), which was launched at the Northern Regeneration Conference in October 2006. The CRDP presented proposals for accelerating growth within the Sheffield City Region and actions for addressing the underlying weaknesses of its economy, in order to support the City Region’s objective of becoming by 2025.
Sheffield Economic Masterplan, Sheffield City Council
The Brief: In collaboration with EDAW, we were commissioned by Sheffield City Council to provide a distinctive and inspirational Economic Masterplan for Sheffield, which is capable of transforming Sheffield’s economic performance.
Sheffield City Region Development Programme
The Brief: EKOS Consulting have supported the Sheffield City Region partners to develop their City Region Development Programme, which was launched at the 2006 Northern Regeneration Conference. We were asked to work with the partners to develop an ambitious but realistic set of proposals to transform the City Region's economy and produce a step change in its contribution to national wealth.
Renew Housing Market Renewal Pathfinder, Stoke Urban Core Study
The Brief: RENEW North Staffordshire required a study to guide investment in the area over the next 15 to 20 years. Working with a team of consultancies, we are advising on the funding implications of the study recommendations and producing a business plan that will form the basis of future funding bids to Government.
Manchester Salford Housing Market Renewal Pathfinder: Manchester and Salford City Councils
The Brief: Review investment programmes, appraise projects and help to develop policies and procedures. The company has acted as technical advisors to the Pathfinder for the past two years. Our input has helped the pathfinder to exceed many of its targets and ensure investment is integrated with other interventions.
Cork Docklands Land Equalisation Study
The Brief: Carry out a Land Equalisation Study on behalf of Cork City Council, which will in turn lead to the preparation of a Land Equalisation Framework for agreement with key landowners and developers.
Grantham Canal Basin Masterplan
The Brief: Produce the economic case for the redevelopment of the Grantham Canal Basin and subsequent masterplan in order that the enormous potential of the site surrounding the canal basin is realised. The site is seen as fundamental in developing and enhancing Grantham's role as a sub-regional centre for the economic and social benefit of the town's residents.
Stoke-on-Trent City Centre Development Framework and Investment Strategy
The Brief: English Partnerships and RENEW North Staffordshire required a City Centre Development Framework which would take forward the priorities set out in the Integrated Economic Development Strategy. The latter states that “the City Centre is the key to the future of the City of Stoke-on-Trent and North Staffordshire and the primary economic aim is the expansion both physically and in the market offer including retail, office, cultural, leisure and residential.”
Technical Appraisals of Housing Market Renewal Projects
The Brief: Determine which types of projects will lead to transformational change of the South Yorkshire Housing Market? This is one question that Transform South Yorkshire (TSY), a Housing Market Renewal (HMR) Pathfinder, has been tasked with addressing and it asked us for support and guidance. Applying its knowledge and skills in housing, project design and delivery, the company devised and implemented an appraisal process to support TSY allocate over £90 million in a bid to transform local housing markets.
Wythenshawe End of Scheme Evaluation and Strategic Regeneration Framework (SRF): Manchester City Council
The Brief: To evaluate the recently ended 7 year regeneration programme and the development of a new SRF. The plan covers the next 20 years and tackles major issues including how to encourage true partnership between stakeholders.
Sandwell Area Investment Plans
The Brief: Prepare two Area Investment Plans for the Housing Market Renewal Area. Using our skills in baseline analysis, financial planning, risk assessment and output and outcome aggregation, we are supporting all areas of the AIP development, which will ultimately set out long term investment aspirations in the area.
Ardwick Local Plan
The Brief: To actively participate in the team tasked with preparing a holistic regeneration strategy for Ardwick – an inner neighbourhood adjoining the heart of Manchester City Centre, university and hospital campuses and the BBC studios on Oxford Road.
West Midlands Objective 2 Economic Appraisals:
Government Office for the West
The brief: Perform a comprehensive economic appraisal of more than 100 Objective 2 projects. Each project was covered in depth with emphasis on impact, added value, deliverability and complementarity.
Bridging Newcastle Gatehead, Evaluation of the first phase of the Newcastle Gateshead Housing Market Renewal Pathfinder programme
The brief: Government Office North East asked us to complete a mid term evaluation of their Objective 2 Programme. We used a variety of research techniques and completed an in depth analysis of the programme performance, resulting in a series of key recommendations. We have recently been commissioned to undertake an update of the evaluation.
Glasgow Green Impact Study
The brief: To analyse the full impacts and wider benefits of the £15 million investment in the physical fabric of Glasgow Green. The study was to develop a robust estimate of impact on the green and in the surrounding areas.
Cities Growth Fund
The brief: The Cities Growth Fund is an initiative administered by the Scottish Government whereby additional resources (a total of £173 million between 2003 and 2008) are allocated to Scotland’s 6 cities to support projects that contribute to the growth of each city and the wider city region. Prior to the allocation of funds each city had to draw up a “Vision” outlining strengths and weaknesses and then detailing projects that would address these.
