Completed in November 2006, the Skypark Economic Impact Report for Devon County Council assessed a range of possible scenarios. The purpose of the study was to provide evidence for major infrastructure development proposals including passenger and freight terminals at Exeter Airport, a science park and associated business and employment opportunities. The key sources were:

  • Policy and strategy documents at regional, county and district level;
  • Interviews with key stakeholders; and
  • Consultations with relevant business and economic partnerships.

Based on agreed key sectors, the methodology complied with guidance from:

  • English Partnerships Additionality Guide; and
  • HM Treasury Green Book.

The findings and final report provided the following essential evidence for decision makers:

  • Demographic and socio-economic baseline;
  • Impact indicators, risks and assumptions;
  • Predicted benefits and impact at local and regional level.
