Technical Appraisals of Housing Market Renewal Projects
The Brief: Determine which types of projects will lead to transformational change of the South Yorkshire Housing Market? This is one question that Transform South Yorkshire (TSY), a Housing Market Renewal (HMR) Pathfinder, has been tasked with addressing and it asked us for support and guidance. Applying its knowledge and skills in housing, project design and delivery, the company devised and implemented an appraisal process to support TSY allocate over £90 million in a bid to transform local housing markets.
We have been under contract to undertake technical appraisals of proposals submitted to receive HMR funding. Its role has been comprehensive ranging from development of the appraisal process itself through to implementation and advising the Board regarding the allocation of funding. As market leaders in this field of activity, we have designed the appraisal process, raised awareness amongst applications, undertaken the appraisals, provided guidance and 1-1 feedback to applicants, and held review meetings with TSY. All this activity has culminated in regular presentations to the Board in which we have provided strategic advice regarding the extent to which the applications fit with the overall objectives of the Pathfinder Programme and, accordingly, whether they should be approved for funding.
To date, the company has undertaken over 125 appraisals, supporting the allocation of funding that should transform local neighbourhoods and improve the quality of life of current and future residents. In this way, work for TSY not only demonstrates EKOS’ technical skills, but its extensive knowledge of what contributes to successful neighbourhoods and functioning housing markets.
