ESF Frameworks for the South West 2007-2013

The Brief: We were commissioned by the South West Regional Skills Partnership to develop the ESF Frameworks for the South West and Cornwall.

The specification outlined three objectives for the Regional ESF Framework:

  • To Outline the proposed management structure for the ESF programme 2007-2013;
  • To set out ESF priorities for the South West that ensure delivery adds value to existing regional strategies while at the same time contributing to the delivery of the national Operational Programme; and
  • To clearly identify how the ESF programme will compliment the European Regional Development Fund (ERDF).

The approach used covered 6 main stages:

  • Stage 1 - Inception, Setting Objectives and Agreeing Methodology;
  • Stage 2 - Evidence Base, Employment and Skills Issues and the Regional Policy Context;
  • Stage 3 - Developing Regional ESF Priorities through workshops with stakeholders
  • Stage 4 - Financial Allocations, Outputs and Results through liaison with ESF division to understand underlying assumptions and with regional stakeholders to understand typical costs and outcomes.
  • Stage 5 - Equal Opportunities and Diversity and Implementation and Management through liaison with regional stakeholders.
  • Stage 6 - Drafting, Editorial Review and Editing.
