Higher Level Skills Commissioning Framework, Yorkshire Forward

We developed a Higher Level Skills Commissioning Framework for Yorkshire & Humber. The first stage of this work involved a comprehensive review of the skills needs in key sectors within the region, based on desk research and stakeholder consultations. On the basis of the findings from this stage, a theme based approach to commissioning projects was adopted with a focus on addressing higher level needs across sectors. The commissioning document also includes detailed guidance for bidders on scoring criteria and a programme evaluation strategy.
