
Bournemouth Airport Aviation Park Planning Framework: Economic Impact
The Brief: We were commissioned to prepare an assessment of the potential economic impact of an extension to the Business Park at Bournemouth International Airport. This assessment formed a part of the evidence base for the Bournemouth International Business Park Planning Framework. The impact assessment included an examination of;
- the existing uses on the Bournemouth Airport Business Park and the associated mix and type of employment
- the development of potential scenarios used to assess economic impact
- the likely gross employment, Gross Value Added and wage benefits associated with the scenarios
- additionality, displacement and multiplier effects
- the fit of the proposals with Regional Economic Strategy priorities.
Method
Our approach to measuring the economic impact of the planning framework was based on an assessment of net additional floorspace achievable on the site. WE used existing information to develop a set of expected overall development mixes for the park. English Partnerships guidance was then used to calculate the gross employment outputs that could emerge from each development mix and these figures were then compared with existing employment levels on the Bournemouth Airport Business Park. Data on employment was then used to assess potential benefits in terms of Gross Value Added, additionality, displacement and multipliers.
Result
The economic impact paper produced by us formed a key element of the Bournemouth Airport Aviation Park Panning Framework submitted to the South West of England Regional Development Agency as part of the aviation park development process.
