
Broadband Access Programme Evaluation
The Brief: To carry out an evaluation of the £24 million Broadband Access Programme on behalf of the Scottish Enterprise E-Business Group. The programme aimed to increase broadband availability throughout Scotland through a targeted marketing campaign, a number of local projects and additional funding around centres that promote the use of E-Business and Broadband (E-Business Demonstration Centres).
We were commissioned by Scottish Enterprise to evaluate the effectiveness of the scheme and draw out the full economic impacts on the Scottish economy. The study involved consultations with key stakeholders across each of the main programme areas, a review of the background documentation, approval papers and research into the economic value of broadband. In addition, we developed a framework of broadband adoption and how this has changed since the programme which was used in a survey of over 600 firms who received a broadband grant, as well as covering their view on the programme and any business impacts. The study provided a strategic evaluation of the programme, what it achieved and the impact on the Scottish economy.
