
Generating Business Competitiveness
The Brief: Scottish Enterprise asked a simple enough question “How is our money best directed for greatest efficiency and effectiveness?” In reviewing the core Business Gateway Services this was the question that we were asked to address. Using our experience of public sector organisations and our track-record in professional analysis meant we delivered the results asked for.
Scottish Enterprise asked us to undertake a national review of Business Gateway operations. The network is committed to tendering the core Gateway services from April 2007 and commissioned our Glasgow team to build up a picture of how services are delivered differently across each of the 12 LECs in which Gateway operates. The study involved two distinct elements. The first of these was an analysis of the delivery costs in each of the 12 LECs, this developed an understanding of the differences in unit costs across the network. The second element involved a telephone survey of 2000 businesses that had used Gateway core services. This developed an understanding of differing levels of impact that Gateway has had on businesses across each of the 12 LECs. The results have been used to provide an insight into the impact Gateway has had on businesses in Scotland, as well as providing a standard cost model for the tendering process due to take place in 2007.
