Preston, South Ribble and Lancashire City Deal Skills Implementation Plan
City Deal investment presents both a significant physical and economic opportunity for the Lancashire economy. ekosgen was appointed to consider the skills implications arising from the programme’s delivery, including for the delivery of directly supported infrastructure and the ability of works to unlock development, requiring construction skills to build out sites and supporting the attraction of a wide range of employment opportunities to the resulting sites in the medium term.
The plan was developed in consultation with partners, including construction sector representatives, FE and HE providers, local authority staff and private sector training providers, to ensure it recognised the baseline skills context and both the opportunities and challenges evident from a local perspective. It also brought together baseline economic and skills data to understand the structure of the economy and workforce profile and from this identify gaps against identified growth sectors and skills requirements.
A series of priority actions were identified under four strategic objectives to support all partners to contribute towards shared aims. A lead partner, supporting organisations and potential funding opportunities were identified against each action to ensure ownership. Delivery of the plan is now being guided and overseen by the City Deal Skills and Employment Group.
