Richard Whitcomb, Associate Director, has been working in economic development, social research and regeneration consultancy for 17 years. He has delivered high profile commissions for a wide range of clients, including the Scottish and UK Governments and the Department for Trade and Investment (DETI) in North Ireland, Scottish Enterprise and the Highlands and Islands Enterprise, other government agencies, CoSLA and a large number of individual local authorities. He has specialisms in evaluation, business competiveness and innovation, employability, ERDF/other funding and in physical regeneration. He is expert in developing strategies and case-making, and in assessing economic impacts, monitoring and evaluation.
Recent commissions led and delivered by Richard include work for Team North Ayrshire understanding the needs of their growth businesses and specifying their innovation and R&D support needs, a large-scale evaluation of Grant for Research & Development for DETI, support to Glasgow City Council quantifying the benefits of private sector growth investment as part of City Deal, growth sector analysis for Highlands and Islands Enterprise, reviews of Business Mentoring and Smart Exporter in the Highlands and Islands and the evaluation of the Certificate of Work Readiness for Skills Development Scotland. He has assessed the outcomes of the four West of Scotland Urban Regeneration Companies for Scottish Enterprise. Having completed the 2011 national review of Business Gateway, he is supporting local authorities on the current contracts.
Richard is the ekosgen panel lead for economic research, evaluation and sectors analysis for Scottish Enterprise, Highlands and Islands Enterprise, Co-operative Development Scotland, selected Scottish Government frameworks and a number of local authorities, including Glasgow and Fife. He worked extensively for the former Regional Development Agencies. He has carried out Green Book and EU appraisals of strategic investments and led large-scale appraisal panels. He has worked extensively across both urban and rural areas, including leading a UK-wide impact review of LEADER for Defra and completing local rural programme reviews.
